Execution is barred by the statute of limitations if it is not carried out within the following statutory periods: "1. Forty years for an offense for which the pronounced sentence is death, life imprisonment, or imprisonment for not more than ten years; "2. Thirty years for an offense for which the pronounced sentence is imprisonment for not less than three years but not more than ten years; "3. Fifteen years for an offense for which the pronounced sentence is imprisonment for not less than one year but not more than three years; "4. Seven years for an offense for which the pronounced sentence is imprisonment for less than one year, short-term imprisonment, or a fine. "The statutory periods provided for in the preceding paragraph shall commence from the day judgment becomes final but if rehabilitative measures precede the execution of criminal punishment, the statutory period shall commence from the completion date of implementing rehabilitative measures.
